All military age males in vicinity of drone strike are, by definition of proximity, terrorists.

That way, no civilian casualties result from drone strikes. Cool solution to problem, though some might consider it just a tad callous.
The collary to that is that all human beings in vicinity of drone strike are, by definition of proximity, males.
