By this he meant that Saddam Hussein's failure to produce the weapons that he didn't have as proof that he didn't have them in fact proved that he had them.

You are missing the point! Obviously his drone strikes, guided by his omniscience (obamniscience?), are what prevented the rebirth of Hitler.
